How 304 English councils compare for getting planning permission. Each one is scored out of 100 on how many homeowner applications it approves, how quickly it decides, and how often its refusals are overturned on appeal. Overall scores range from 26 to 95.

How the ranking works
Each council gets a score out of 100, built from three things: how many homeowner applications it approves, how often it decides within 8 weeks, and how often its refusals are later overturned on appeal (a lower overturn rate means more decisions that hold up). Figures come from the government MHCLG planning statistics and Planning Inspectorate appeal decisions during 2025.
The appeal figure is shown for context only and is not used to sort the table on its own, because the number of appeals varies a lot between councils. Development corporations and the City of London are not included, as they have little or no normal housing.
